Motor Trouble with the Vmax

I have a 91 Vmax. It sat for about 3 years so it needed alot of work to clean the carbs and motor from sitting. Got the carbs all recleaned and properly set. New piston and clutch work redone. Put an new fuel filter on as well due to gumming in tank just in case. Everything seems clean now.
Starts great when I was running. Will run great up to about 60 to 80km and seems strong even with two people on it. When I squezze on the gas it sounds like it is bogging or not getting it's power (not enough fuel), so I let off and it seems fine after awhile. Again try to do the same thing and it does it again. My guy took the carbs apart again to re-check to see if anything was in there due to it being so gummed up before but it is all clean. The jets are right and good.
Does anyone have any clue as to why this is happening or has this happen to you before as well? Again if I am also on the side of a road going up at steep hill it will bog out right away with no power to climb that, but other than that if I am on the flat it will omly happen when I punch it.
Do you think it is a Fuel pump issue, or clutch issue, need help to figure out
