My 83 Vmax had a dim headlight so I put in a new bulb and it's still dim.
Tail light is bright and so is the instrument panel.

Could it be the Voltage reg?

My '83 headlight is dim any time the engine is at idle. Over 3000 rpm and I don't notice anything odd about it.

If you have hotgrips, make sure they are OFF and see if it get's brighter.
