if ya cant get it out after trying to weld a nut to it(good tip, works well), youll likely have to take cylinder off engine and put it on a bridgeport, use a carbide endmill to dust the easy out and old broken bolt out of there. :(

a bridgeport is a knee mill, kinda like a drill press but its an actual vertical mill, it will allow you to mount the cylinder on table and then precisely move the carbide end mill in the hole and dust out the broken off easy out and frozen bolt. I try and hit 4 corners of the hole with a small cutter then take needle nose pliers and pull the old bolt thread out like a string. It leaves the threads in tact in the hole and your as good as new with a chase from a tap and some oil.

this is the way any machine shop can do it for you if they are willing to take a couple mins of time instead of just rushing it out with drilling it out and installing a heli coil.
