Question about my suspension

Hi ya'll I have a question about the frint suspension on my 94 vmax. I am reassembling my dront end. I was looking at the factory diagram.....and it looks like the rubber damper and the plastic piece that goes on top of it are just kinda free floating on the skinny part of the strut. seems kinda goofy that they arent held in place some how. Any help u guys can advise me of would be greatly appreciated. Have a happy and safe New Year
