Recoil ??

I just replaced the rope in my recoil & it worked fine for a while now it doesn't want to go back in.How many winds of preload are the spring supposed to have & are new springs still avaliable I'm going to guess not.Also what are the #'s for the needle & seat valves for the carbs thanks guys!!

From the service manual
"Rotate the reel assembly 6 turns counter clockwise, give the spring a preload, and bring the end of the rope out of the starter case."

what page is the recoil on in the service manual.
