I think you are talking about the small elbow on top by the serial #. If so that is just a vent for the gear case. Nothing was attatched to it from the factory. Make sure it is open to prevent preassure buildup in the case. You could run a vent line off of it like they do on a Mic carb but it really...

I can see that your cylinders have been sleeved. You need to check the depth of the o-ring groove that seals the head down at the cylinder. When looking at the carb from the airbox side the outlet (for fuel to the carb) for the PJ system is at about 9:30 (clock hand). The fuel transfer line from the bowl of the carb attaches to it. The head on the right is stock. The one on the left has been cut and redomed. There are many reasons to do this including just repairing a head that has been damaged from a burn down. In you pics the head on the right has been cut. You can tell but the fact that the black area by the T-stat is gone. All factory uncut heads will be like the head on the left in that area. I wouldn't run the cut head on a stock engine without having it cleaned up and redomed to make sure it's right....
